The label follows the document.
A filing can establish a procedural event without establishing motive. A buyer report can prove transaction scale without proving what a seller or individual received. A shared school can be documented without proving a relationship influenced a deal.

The decisive missing records
Five document sets could materially change the story.
- FCC applicant and award files for the relevant New Mexico cellular markets.
- Form 490, consent and consummation records tying the named sellers to specific licenses.
- The 1995 Colombia purchase-and-sale and funding records showing source and use of capital.
- The 2006 sale agreement, ownership schedule and closing ledger showing consideration and seller allocation.
- Contemporaneous governance or transaction records capable of proving or disproving the claimed ISM relationship role.
Until those records are recovered, the site preserves the questions without promoting them into facts.
